Can't speak for the Labs or the NYPL, but based on my own crash immersion in the actual nuts and bolts of a library with tens of millions of items and a system of organization that has evolved slowly over a hundred years, I've got no stones to throw at the Library of Congress. To me, the last sentence of the Washington Post article says it all.
